VULTR Set is a Set in The Surge 2. VULTR Set is composed of 6 different Gear parts that provide aditional bonuses when equipped together. VULTR Set provides a Partial Bonus with 3 pieces equipped providing: "Increases the amount of Tech Scrap gained by killing enemies", and provides a Full Bonus with 6 pieces equipped providing: "Removes Battery cost of performing finishing sequences".
Stamped with a rudimentary maker's mark, this machined head gear provides a greater degree of protection than similar equipment worn by other survivors in quarantined Jericho City. It was likely fabricated in a gang-controlled workshop.

I ran this set for most of the game. Extra scrap allows you to level up HP more to compensate for lower defense compared to other sets. I'm not quite at the end yet, just got to the Krakow DLC, but so far I feel no need to switch sets.

I know the full bonus removes the battery cost of finisher moves but do you still need at least 1 battery to do the finisher?
I'm using the set (and the implant that make*****s target a single limb) but when fighting Eli I never got the prompt to finish him so I missed out on his weapon...

This armor set is by far one of the best armor to wear when you're craft-hunting. Its armor isn't bad not excellent and its impact on the impact/speed is minor, but its perks are top-notch for cutting limbs and gaining tons of resources and schematics. + Using the full set basically allow you to use a finishing move on every enemies without using any Battery charge. + Even just a partial (3) gives bonus Scraps that will allow you to more easily upgrade everything. + The whole set uses a low amount of Energy which allows you, later, to use most implants.
Very good set for getting crafting materials and scrap. Both of which you'll never have enough of, so I ran with it for most of the game. Only really changed for some bosses, as other sets may have more beneficial traits for those kind of fights, or just better stats.
But with the implant to always hit the body part you're targetting, and a rig capacitor so you'll always have one bar of energy (you don't consume it, but you need it to get the cut prompt), you can always get that execution. Add in the aggression amplifier (heal on execution) for extra longevity (nice to get the scrap multiplier up). For farming specific parts I'd add that implant that gives you -50% energy gain in exchange for double the materials on a cut (only for armour parts, not tungsten / weapon parts, sadly). The -50% energy gain hurts, but you don't need that much energy if you don't use it for executions.
Really useful set, overall.
