JCPD Team Zola Set is the Set from Surge 1 called "MG gorgon" From security guard. In Surge 2 they have just a different colour.
For now, ive backtracking a bit after the fight with "Brother Eli" and going to DETENTION CENTER, you will found them in the middle of the area, big circular room with lot of prisoner, so with this big room, their is a little room inside, with also a door locked magnetic their both inside this one.
i dont remember but they might also drop one of the implant of the DLC concerned, so try to cut their head atleast once for each one of them.
with the medbay nearby its a wise choice to farm them here over and over.

he have some friend with him like a RHINO with a Double-duty weapon and also an other Scarab waiting on the last stairs with his turret engineer. BTW this place have lot of fire, kind of lava all around in the ground, ez to know when you are in. AFTER BOSS "BROTHER ELI". if you go more on story enemy may tend to change in all those plaza, according to post in steam and reddit

Drop Tech Scrap Regenerator - Drops from the Proteus enemy wielding the Golden Twin Blades on the corrupted shopping streeet, outside of Cloud 9.
Omni-Cell Battery Converter - Drops from the scavenger wielding the Mangled Articulators / Gemini punching gloves in the metro, in the hallway right by the train.
Physical Aggression Stabilizer - Drops from the Spark Aspirant enemy wielding the Foremen's Divine Hands in the Residential Back Alleys in Port Nixon.
