An enhanced version of a Type-4 'Authority' even more adept at delivering crushing force, the Type-11 'Overseer' models are so lethal that they are only typically issued to experienced veterans

AnonymousIts not an unique drop - i was pretty bummed that i couldnt get the Overseer from the Cerberus but i encountered later some regular enemies that have this weapon, you just have to progress in the main storyline - when the city center becomes "changed". (and if it makes a difference, i have the game update 4)

Can Confirm the Drop at A.I.D Command. Very Useful Weapon in Combination with A.I.D Eclipse 3 Set Bonus for Hammers.
Assumed to be dropped by that particular enemy wearing Black Cerberus armor at A.I.D Command. Does not respawn though.
If you want it early at AID Command the CERBERUS ENEMY DEFINITELY DOESN'T RESPAWN so get it the first time or use the quit from home tab trick asap or he WILL be gone.
