Fanatical Excruciator is one of the Spears Weapons in The Surge 2. Fanatical Excruciator Mk. I deals 94 raw damage, 22 electricity damage and has 12 impact. It provides 90% attack speed, 15% energy gain and consumes 95% stamina. Weapons can be found from Enemies and/or Bosses, and can be found inside Chests.
Acolytes of the Spark who have proven their zeal and devotion are awarded symbolic spears. This weapon can not only pierce armor, it can also deal electrical shocks meant to paralyze opponents, bringing the unwilling closer to true communion with the Spark.

- This, alongside with Brother Truman's Faith is one of the best weapons to inflict Electricity build-up with its endless spinning combo, which, if all hits connect, hits the target 6 times per combo, has a small AOE effect due to spinning, and so it's capable of hitting multiple targets.

Where is it I see it say “it can be found at” and then it is cut off so where do I get it then?

its not better than trumans. with both upgraded to mk7, comparing the stats, this one has 6 less base dmg, same atk spd and impact, 5% more energy gain but 4% more stamina consumption and 1 more electricity dmg. so less dmg, but 1 more electricity dmg and then it expends a bit more stamina but has 5 more energy gain. its pretty much the same but trumans still a bit better if energy gain is not a problem for you

I feel like the wiki makes this out to be a V2 a Brother Truman's Faith that you can only get by waiting until after the world change to kill him, but it's not. THIS IS A COMMON WEAPON WEILDED BY ALL FANATICS IN THE CATHEDRAL OF THE SPARK.
You're better off just killing Truman immediately and getting his Faith spear instead.
Though its a moot point, since you don't need to kill Truman to get either one. Truman's Faith comes from a sidequest in the Cathedral, while, again, the Fantaical Excrutiator is a common weapon that all Spark Fanatics wield in the same area.
