AnonymousFor anyone searching: Im not 100% sure where to get it but I saw someone 'breaking the game early' on youtube and he mentioned farming this implant as it would only drop from cutting helmets of enemies behind that security area in Downtown Jericho. Haven't had it drop myself as I'm not as far in the game yet and wanted to go for the standard progression route on my 1st playthrough. Will update once I found it

combine this with nightfall set early and a heavy weapon and you can steamroll through anything

i found it in an area between welders block rooftops and central plaza. it's in the chest is at the left corner of the area behind a pile of debris, just before you walk on small stairs to open a shortcut on the welders block rooftops. i found it when im playing NG+ playthrough. guess i have missed it in my first playthrough.
