(note : this quest may be glitched for ps4 users)

The Witness is a Quest in The Surge 2. The Witness can be acquired from Stranger at Downtown Jericho City. Quests can be obtained throughout the game by some events or various NPCs.

The Witness Information

  • Conditions:
    • Meet with Stranger at the JCPD Back Alley located at Downtown Jericho City. This will begin the quest.
    • IMPORTANT NOTE: You need to complete all the steps to get Warren's Redemption V2.0. If you don't complete one of the steps you will get Warren's Redemption instead.
    • After you defeat Brother Eli for the first time, he will contact you and ask you to meet him at his hideout located below the bridge at Downtown Jericho City, All Saints BLVD. He will now ask you to retrieve a full A.I.D. Nightfall Set or A.I.D. Eclipse Set. Once you craft all parts, talk to him and sell him the parts from the shop options. Once you've given him all the parts, talk to him again. He will give you Stranger's Facemask then leave the room, enable you to access the chest, which contains Warren's Well-Used Cutter (if you activated a pre-order bonus),and Pain Enhancer. NOTE: You need to give him the parts before going inside A.I.D. Command (The area right after Gateway Bravo)
    • Once inside A.I.D. Command, you will find him again outside the office of Major General Ezra. He will now ask you to find a key to open the office. You can find the quest item A.I.D. Keycard by killing A.I.D. Officers on the lower levels of the Hospital. When you have the key go back to Stranger and talk to him. Tell him you have the keycard and open the door. Once inside talk to him again, and he will tell you that he will contact you later.
    • If you haven't given him the armor he will instead appear in a cell before the hospital's main entrance. He will ask you to get information about the experiments in the General's office. Progress normally until you get to the office. When you get inside you will be able to interact with the computer and get a quest item A.I.D. Data Disc. When you have the item go back to the Stranger and give him the item. He will tell you he will contact you later and you will get the Firebug Throttle
    • After you defeat Brother Eli Revived and head to Cloud 9 and after leaving through the front entrance the Stranger will contact you again. This time he will ask you for 1x Repeller Coil and ask you to meet him at metro station at Underground. Head back to the Main Lobby of the  Detention Center. Here you will find Fletch and some prisoners. Go to the upper level and activate the switch. Head back down and you'll find 1x Repeller Coil. Note: the Repeller Coil is not available after the Matriarch Celeste boss fight.
    • After deafeating H.A.R.O.L.D. Boss, meet Stranger at the metro station, give the Repeller Coil to him. NOTE: It is important to give him the Repeller Coil before asking him for a reward or it won't count towards competition.
    • Ask for a reward, he will summarize what you've done for him. Tell him to take the train. If you have completed all the stages (Give him A.I.D. Nightfall Set or A.I.D. Eclipse Set, find the keycard and open the General's room and provide him with Repeller Coil) you will get Warren's Redemption V2.0. If you failed in any of the categories, you'll get Warren's Redemption instead. You will also get Adrenaline Shunt in both cases.
  • Failure Conditions:
    • If you fail to complete any of the given steps, you will receive Warren's Redemption instead of Warren's Redemption V2.0.
    • If you didn't ask for reward, you get nothing.
    • If you kill him, you can get weapon/schematic according to his current equipment set.
    • In the final conversation with Warren, if you choose "Yes, I should go", you'll witness a cutscene of your character leaving on the subway car and be taken to the game's credits. After the credits finish (or you skip them), the game will load you back to the entrance of the metro station, the quest will update, and Warren and the subway car will be gone ultimately leaving you with none of the rewards.
    • If you choose ANY OPTION other than to give him the Repeller Coil the game will act like you didn't ever get it. Do NOT ask him any questions or choose any other option than to give it to him.

    • The quest somehow disappeared from my log, but after the Harold fight, Warren was still there next to the metro train, and I could still continue.

      Or not, I push the train button in the control room, Warren says he won't leave without saying goodbye. But then nothing happens, he still just tells me to push the button I already pushed. Looking at a video there's supposed to be a Goodbye, Warren option to select, but it's just not there for me. I can at least get the rewards for the whole quest, but I just can't end it.

      The weird thing is the first time I talked to him, I forgot to give him the Coil first, lost that option, but somehow Goodbye, Warren was there somehow. So I reverted my save to give him the Coil. I've reverted my save close to 10 times now, but I just can't get it to come back, no matter what combination of options I pick, no matter the order. So I guess I'll just accept my full rewards, and Warren will just be standing next to that train forever, because he doesn't want to say goodbye.

      Looks like all I'll be missing is Warren walking into the train though.

        TAKE NOTE!!!
        At the very last leg of his quest, if you ask him "You still need help?", it will LOCK OUT the option to give him the Repeller Coil!!!
        Do NOT ask him if he needs help until AFTER you hand him the Repeller Coil!

        Absolutely CLOWN WORLD game design to just not automatically give him the Repeller Coil AUTOMATICALLY when you ask him this question.. FFS Deck13...

          I do everything right, get 2.0 weapon & implant, choose to stay and don't get the "say goodbye" prompt before heading above to start the train??? I start the train, get no cutscene but Warren contacts me saying we'll meet again to say "goodbye". I go back down to him and get no new options WHAT THE HELL??? Reverting a save and retrying doesn't fix it! I really enjoy the Surge games but inconsistencies and bugs are really making me not want to do new game+ or play future entries... Anybody experienced this scenario and fixed it?

            Maybe this will help somebody on console with something I found out much too late. NEVER save at a medbay in this game unless you are 100% sure you got the outcomes you wanted! This can even be hours of gameplay if you are unsure what to do. If you mess up anything just quit to menu and revert your save from your last medbay save and you'll get to redo everything since your last medbay save.

              Just FYI: The set you give Warren does not count for the 20 gear sets achievement. You need to own 20 sets at the same time, not just craft 20.

                i believe i blew this quest somehow by screwing up the JCPD outcome. i went back through multiple times throughout the game and killed everyone in the detention center. now when it's time to go see Warren for the final goodbye i go back and there is no Fletcher, no nano-monster, no console to activate, and no Repeller Coil. it's not in my Quest Item inventory so i know i didn't just get it and forget about it.
                i actually don't remember Warren ever contacting me and asking me to get it for him and it is not a quest option, just "Go see Warren in the train station".

                either a bug, something i did wrong through the game, or just an option that i missed somewhere and/or forgot about.

                  If you make the mistake of asking him any other question and loose the option to give him the repeller coil, you can exit the game ( main menu, title screen) and load back with w continue. There’s a good chance you will be loaded before talking to him and you can choose to give him the repeller coil.

                    I noticed a bug in atleast ps4 version. when he asks you to get the coil, go get the coil but DO NOT talk to him while he is still in his hideout. if you do, the game will remove the quest from your log and he will never call you again to get the coil (the quest will not advance) in that playthrough. you can walk by him using the shortcut but do not talk to him until the quest advances and he calls to meet you.

                        Please take note there appears to be a bug on the Ps4 version in which if you start or complete the Liberation Quest. As it will cause the quest to become impossible as the Goodbye Warren choice will not be available. I found this though testing this bug didn't happen to me on my first playthrough because I didn't start or know about it. However every playthrough I did had this bug in afterwards after this quest. It may be on other versions but I know its on the Ps4 version so If you want to complete this quest avoid Liberation until you finish this quest.

                        • I end up killing Warren after accidently striking him in a fight. At first I felt disappointed that I failed his quest line, but after reading the numerous ways that it can be screwed up, now I actually feel relieved.

                            Well I think the quests failed for me in a way, After I defeated Brother Eli, the witness messaged me but I made the mistake to plow trhough the AID gate and now when I'm going to the underground he is not here. I guess it made him go to the next trigger I will continue to see if that's right

                              warren tell me to get on the train. so I said yes. got on the train. game ends with a credit roll. reload with no weapon or any reward. I completed all 3 objectives. all for nothing... what a letdown

                                Just failed this quest due to a robot mob attacking him and him agroing on me. I cleared the room long before I found him, started the quest and started getting attacked mid conversation, exited out and failed the quest with both trying to kill me. Is there any way to restart the quest or is it gone forever now?

                                  This game deserves lowered rating just because of all the confusing backtracking and nonsense. So I forgot all about the dumb repeller coil because it said he would contact me even though I had no quest listed from him in my log. At what feels like the end of the game he randomly contacts me. Talk about weird pacing that seems off. So I once again track through that confusing underground. Here is the best part. Because the FIRST bit of dialogue I chose was a question. it SKIPPED the ability for me to give him the coil and the game counts it as not giving it to him. FFS Could this be more of a mess? It sounds SO EASY to screw this quest up and I have. To think this is AFTER I originally backtracked all the way to him the FIRST TIME I found the moronic coil and it wouldnt let me give it to him then either. WOW.

                                    Warren isnt there the 2nd time he asks me to meet him in his hideout after fighting eli the 2nd time and leaving cloud 9 bar...instead i can open the chest over and over again...bugged i guess. Playin on ps4

                                        OK so I've been playing a bit... defeated the two real bosses and decided to finally figure out when he is supposed to contact me as the quest says "The stranger will get in touch with you soon..." after a bit reading i make he two sets of armor and try to go to the hideout just to find nothing..... the quest not updating or anything and i'm very confused and annoyed now..

                                          Heads up to anyone meeting the stranger after getting the repeller coil: Give it to him as soon as you see him at the sub-station. I exhausted all dialogue before doing so and it wouldn't let me give it him. Bull*****imho but that's what happened. Give it to him right away, talk later.

                                            Warren did not apear at metro station for the final quest step in my playthrough. I dont know what to do. I have the repeller coil und the quest step. But he is simple not there.

                                              I've got a rather annoying issue. I've played through, killed Eli the first time then tore up Gideon's Rock like a beast. Now I go craft a set of AID Nightfall gear and go to Warren in his hideout. Can't talk to him. I figure "Oh well, just die to reload." I die, he's gone. The ***** do I do now?

                                                my quest is stuck at basically the first step: Use the material to upgrade at the medbay. i didnt do this when he told me too and now it doesnt recognize the quest as completed no matter what I craft. and im still using the medbay he gave this to me at.

                                                  If you complete the power plant area before getting the coil you can not complete the quest. You have to do this right after returning from the Eli second fight, not the Harold fight.

                                                    I killed the H.E.R.O.L.D boss and then when i went back to the Detention Center to find the Repeller Coil, Fletch and the prisioners aren't there ;/ Idk WTF to do now...

                                                      Spoiler about the end of this quest!!!! At the end of this quest when warren asks you if you should leave or not, if you do say yes you will get on the train and the game ends. Credits roll. It reloads you at the medic bay and warren is gone.
